UK Must Rebuild Military Capability, MPs Warn

The United Kingdom cannot ignore the defence challenges facing the country and "retreat into isolation", the House of Commons Defence Committee has warned.

The committee has published a report which attacks the planning, structures and assumptions that drove defence policy and spending decisions for the past five years.

The report says: "For the first time in 20 years, an advanced military state has challenged the borders of European nations, and the security challenges in the Middle East, Africa, and South Asia have increased dramatically in scale and complexity.

"Russia has annexed Crimea, and Russian-backed separatists have taken much of Eastern Ukraine.

"DAESH (or ISIL) have seized the second largest city in Iraq, and now control areas of a territory larger than the United Kingdom.

It adds: "Over 10,000 civilians were casualties in Afghanistan last year. Serious instability persists in Darfur, Somalia, the Central African Republic, and Pakistan.

"Three million people have been displaced and two hundred thousand killed in Syria."

As a result of this instability, defence policy must be adjusted to cope, the committee said.

With an eye on Russia, the committee said: "The UK must rebuild its conventional capacities eroded since the Cold War.

"The requirements are many, including Maritime Surveillance, Nuclear, Biological, Chemical and Radiological warfare training, developing a Ballistic Missile Defence capability, an enhanced Navy and Air Force, a comprehensive carrier strike capability, and full manoeuvre warfare capacity.

The committee, which is chaired by Rory Stewart, a Tory, said Russia "can deploy 150,000 troops at 72 hours' notice. NATO on current planning would take six months".

It added that the United States pays for 70% of NATO's budget and the UK was soon to fall below the required membership contribution threshold of 2% of GDP.

Britain's defence budget has steadily declined from around 4% of GDP 25 years ago.

Plans to go ahead with the construction of a second aircraft carrier should be shelved amid defence cuts while greater effort should be put into maritime surveillance, the report said.

Five years ago, during the writing of the last Strategic Defence and Security Review, the Government assumed that the days of fighting a sophisticated war against a nation like Russia were over.

Britain's armed forces were cut and are being trained for one quick reaction deployment and one longer-term operation.

Technically the British Army fails the definition of an army, which would normally be three-corps strong, as opposed to the one that can be mustered today.

There are fewer people in the British armed forces than the US Marine Corps.

But Defence Secretary Michael Fallon described suggestions that Britain needs to rebuild its defence capabilities as "nonsense".

"Under this government we have gone from the £38bn black hole in the defence budget that we inherited to a properly funded £34bn annual budget," he said.

"That means we have been able to commit to spending over £160bn on equipment over the next decade to keep Britain safe."

Missing Claudia: Police Finish House Search

Police questioning a man on suspicion of murdering York cook Claudia Lawrence say they have finished searching a property linked to his arrest.

The man, in his 50s and from the York area, was arrested on Monday and remained in custody.

A police spokesman said searches at the linked property were finished on Monday night.

Officers had been seen searching a semi-detached house in a York cul-de-sac.

North Yorkshire Police said on Monday that Miss Lawrence, who was 35 when she disappeared in 2009, had not been found.

After the man was arrested, Detective Superintendent Dai Malyn said it was crucial to the case that he was not identified.

"To ensure the investigation and legal process are not compromised or potentially damaged in any way during this critical phase in seeking the truth about Claudia's disappearance, North Yorkshire Police strongly advises the media and members of the public against identifying the man who has been arrested," he said.

"This includes naming or publishing images of the man on traditional media platforms or social networking sites.

"I urge everyone to show restraint and patience while we carry out these very important inquiries."

On the sixth anniversary of Miss Lawrence's disappearance last week, police released new CCTV footage of two people seen walking near her house on the evening she vanished.

A six-hour public screening of the CCTV was held near her home, which is in the Heworth area of York.

Sky North of England Correspondent Gerard Tubb said the man's arrest was linked to the CCTV screening.

Miss Lawrence was last seen on 18 March, 2009.

She was reported missing by her father the next day when she failed to turn up for her 6am shift at York University.

Following the arrest, Miss Lawrence's father Peter said the development was "encouraging".

"It is encouraging to know that following all the media activity over the last three weeks from Claudia's 41st birthday to the sixth anniversary of her being missing, North Yorkshire police continue to be active in seeking answers as to what has happened to Claudia," he said.

"It is to be hoped that the matter can be resolved as soon as possible and I encourage people to continue to come forward with information to the police by phoning them on 101."

A man was arrested last year in connection with her disappearance and suspected murder, but the 60-year-old was later released without charge.

A 47-year-old remains on bail on suspicion of perverting the course of justice.

Britain To Boost Falkland Islands Defences

Britain is to "beef up" its military presence on the Falkland Islands amid claims there is a heightened risk of invasion

Defence Secretary Michael Fallon has confirmed reinforcements of troops and equipment following a Ministry of Defence review suggesting an attack on the South Atlantic archipelago is more likely.

He told Sky News that he intended "to reassure the islanders that we're absolutely committed to their right to remain British and to the defence of the islands".

"We're modernising what we're doing there and I'm going to talk about the various capabilities and equipment we have there," he said.

In a Commons statement, Mr Fallon said Britain is deploying two RAF Chinook transport helicopters, adding that a review of the islands' defences had found they were "broadly proportionate" to the current threat level.

He also confirmed the government's commitment to maintaining a Falkland Islands patrol vessel - currently HMS Clyde - while investing £180m over the next ten years upgrading harbour facilities and fuel infrastructure.

Driver Caught At 140mph With Child Passenger

A motorist caught speeding at 140mph with a child passenger in the front seat has been handed a three-year driving ban.

26-year-old Mert Tanay, from Enfield, north London, was apprehended at Junction 9 on the M20 coastbound carriageway in September 2014.

When the car was pulled over, a visibly shaken six-year-old boy was sitting in the front passenger seat.

Officers in an unmarked police car had been monitoring the speed of another vehicle when Tanay overtook them in his black BMW 323 at around 90mph.

His speed soon rose  to 115mph as he weaved through traffic, before slowing to 90mph and then increasingly rapidly to 140mph.

Sergeant Chris Wade of  Kent's Serious Collision Investigation Unit said: "The speed and manner of Mert Tanay's driving in this case showed a complete disregard for the safety of other road users, not to mention that of his young passenger who looked very shaken by his experience."

In addition to the ban, Tanay was ordered to perform 50 hours' unpaid work when he appeared at Canterbury Crown Court  last Thursday, having previously admitted the charge of dangerous driving.

He must also pass an extended driving test to get his licence back, pay £100 in prosecution costs and a £60 victim surcharge.

Tanay reportedly claimed he had been speeding because he was suffering from a urological complaint.

On the same day that Tanay was pulled over, eight other motorists were stopped for travelling at excessive speed.

Man Jailed Over Brixton Stabbing Spree

A man who killed his wife and left two other women for dead in "ferocious" attacks in south London has been sentenced to a minimum of 29 years in jail.

Jamaican national Desmond Brooks stabbed Keisha McKenzie to death in July 2013, shortly after attacking his ex-girlfriend Joan Wade.

He also knifed his teenage sister-in-law in the head as she tried to protect her sister, Ms McKenzie.

The Old Bailey heard how 42-year-old Brooks accused his victims of "nagging" and "disrespecting" him.

He subsequently armed himself with knives and went on a 35-minute rampage at two flats in Brixton.

After pleading guilty to the murder of his wife, Brooks was jailed for life and ordered to serve at least 29 years.

He was also sentenced to 19 years for the attempted murder of his ex-girlfriend and another 12 years for causing grievous bodily harm to his sister-in-law, all to run concurrently.

The court was told how Brooks had attacked Ms Wade, 46, in front of a young child telling her: "You think I'm playing? I'm going to kill you."

Neighbours and passers-by saw him chopping and slashing at Ms Wade after she fled onto her balcony.

He then went to his estranged wife's home nearby and told 28-year-old Ms McKenzie: "Suck your mum, Keisha, you're for dead."

Ms McKenzie's 17-year-old sister, Saffron Yeboah-Simpson, who tried to stop the assault, was herself attacked after she barricaded herself in the bathroom to protect a seven-year-old blood-spattered and screaming boy.

Brooks later phoned his girlfriend and confessed and, when arrested, told police: "I want to hand myself in. I killed my wife. I cannot take it anymore."

Sentencing him, Judge Stephen Kramer said: "Over the period of about an hour on the evening of 29 July 2013, you engaged in a stabbing spree properly said to be of extreme violence and ferocity.

"The catalogue of injuries inflicted is truly appalling."

The court was told Brooks, who had 10 convictions for cannabis offences since his arrival in the UK in 2002, could have been suffering from undiagnosed paranoid schizophrenia, only identified after his arrest.

Elizabeth Marsh QC said of Brooks: "He wishes to apologise and say sorry. He is at a loss to understand why he would have hurt the women closest to him.

"He cannot in any way understand what would have provoked him to that."

Brooks will be deported when he is eventually released from prison.

Thai Beach Murders Fund Beats £10k Target

The family of a British backpacker killed in Thailand have raised enough money to attend the trial of two men accused of murdering her.

Hannah Witheridge, 23, from Norfolk, and David Miller, 24, from Jersey, were bludgeoned to death on Koh Tao (Turtle Island) in September.

Two Burmese workers, both 21, are due to stand trial for their murders on 8 July.

Miss Witheridge's sister, Laura, set up a fund-raising campaign to help her family pay for flights to Thailand and a court translator.

The Gofundme appeal has now raised £11,446 - more than their initial £10,000 target.

"We are completely stunned by the selflessness and kindness of everyone around us," said Laura.

"The pressure and worry that has been lifted through hitting our goal is enormous ... we can now focus our energy and time on preparing for the very difficult months that lie ahead.

"The past six months have been indescribably horrific ... no matter how long I sat here and tried, I would never be able to expose the hell that our family has endured.

"I've learnt that there are monsters walking among us and that human beings really are the most dangerous creatures on earth.

"But, I've also been shown that there are still good, honest, genuine people in the world ... people with good hearts ... people who care ... people who are selfless and kind."

She said that despite having hit their £10,000 target, the appeal will be left open with surplus money donated back to charity.

Jail Conditions Back To 'Time Of Strangeways'

Prison conditions are as bad as they were at the time of the Strangeways riots 25 years ago, a former lord chief justice has warned.

Lord Woolf - who led the inquiry into trouble at the Manchester jail - said the system is in crisis again and called for an investigation into the state of Britain's prisons.

Lord Woolf, previously England's most senior judge, said: "There are things that are better now than then but I fear we've allowed ourselves to go backwards and we're back where we were at the time of Strangeways.

"For a time after the riot things were much better and numbers were going down.

Unfortunately prisoners are again being kept in conditions that we should not tolerate, they're a long way from home and their families can't keep in touch with them - a whole gamut of things that need to be done and that's why I would welcome a thorough re-look at the situation and above all trying to take prisons out of politics."

Two people died, hundreds more were injured and much of Strangeways prison was destroyed during violence which lasted for 25 days in April 1990.

Lord Woolf's report into the disturbance was seen as a landmark moment in the history of Britain's prisons.

It identified dilapidated, overcrowded and insanitary conditions as the main underlying causes of trouble.

Lord Woolf made his latest intervention on BBC Inside Out North West, which will be broadcast tonight.

He said more needs to be done to stop prisoners from turning to crime again once they are released.

Last week a parliamentary report warned government cuts and reforms to the prisons system in England and Wales have made a "significant contribution" to a deterioration in safety over the last two years.

The cross-party House of Commons Justice Committee voiced "grave concern" over increases in assaults on staff and inmates, suicides, self-harm and indiscipline in prisons between 2012 and 2014.

Prisons Minister Andrew Selous said: "This Government has considerably increased the adult male prison capacity from the level inherited at the end of the last parliament.

"All prisons have safe population levels and published statistics show that crowding is at its lowest levels since 2007/08.

"Staffing levels were agreed with both prison governors and the unions at the outset, and prison officers have done an excellent job during a period when the prison population has unpredictably risen."

Claudia Lawrence: Man Arrested For Murder

A man in his 50s has been arrested on suspicion of murdering Claudia Lawrence, who disappeared six years ago.

North Yorkshire Police say searches are currently being conducted which are expected to continue over a number of days.

A police spokesman said Miss Lawrence has not been found.

Her family have been told about the development and are being supported by trained officers.

The man, who is from the York area, was arrested on Monday.

DJ Neil Fox Charged With Nine Sex Offences

DJ Neil Fox has been charged with nine sex offences involving six victims, three of whom were allegedly juveniles at the time.

The 53-year-old, from Fulham in west London, will appear on bail at Westminster Magistrates' Court on April 16.

The offences related to the three juveniles are alleged to have taken place between 1991 and 1996.

The other three complainants were allegedly attacked by Fox between 2003 and 2014.

Osborne: My Job Fixing Economy Not Yet Done

The Chancellor has said he is "passionate about people having homes" as he set out his vision for the UK's economy.

George Osborne admitted more homes needed to be built to help young people get on to the housing ladder but said the Government had introduced a number of measures to help first-time buyers.

Speaking at the "Ask The Chancellors" Sky News event at Facebook's London offices, he said the coalition had to make fixing the economy a priority.

He said: "The reason why the housing market stopped building things is because the economy fell off a cliff."

Mr Osborne said there was "no silver bullet" to solve the problem but that there were a number of measures the Government had taken including Help To Buy schemes and the ISA aimed at helping young people save to a deposit announced at last week's Budget.

He said: "I'm absolutely passionate about people having homes to buy and to rent for themselves."

Asked when savers would see interest rates return to normal levels he said: "I don't think increasing interest rates just to help savers would help the rest of the economy."

Mr Osborne made clear it was necessary to renegotiate the deal with the EU and said that was what the Conservatives would work to do.

He said: "We've got to make sure the whole of Europe… reforms."

But he denied the that David Cameron's pledge to hold a referendum on Britain's membership of the EU was scaring investment away. He said: "We are getting more investment than any other EU country."

Asked about plans for small businesses he hinted at capping business rates, saying it was something that was being talked about.

The Chancellor was being quizzed on his economic plans by an audience of key opinion formers, including entrepreneurs and small business owners.

Mr Osborne's Labour counterpart Ed Balls will face questions from the same audience later this afternoon.

The event follows on from similar question and answer sessions for party leaders including David Cameron and Ed Miliband.

The clash comes at a crucial time, with the latest Sky News projection of seat numbers in the House of Commons suggesting both main parties are well short of the 326 seats they need for an overall majority.

Ahead of the showdown, political insiders revealed the pair "get on" well, despite their very public political clashes.

Conservative activist and commentator Tim Montgomerie told Sky News that the men have a "good private relationship", while Damian McBride, who once worked with Mr Balls in the Treasury, said they like each other on a "personal level".

Mr McBride revealed the two men's private relationship to the Murnaghan show. He later added that there was common ground because both men have so many interests and hobbies outside of politics.

He said: "It is very rare that you meet politicians with so many outside interests that don't want to talk about politics all the time. (Ed Balls) would rather be talking about football or the theatre or what he watched on TV last night so he is that kind of personality and I think that is why he gets on with George Osborne."
