Miliband: Energy Bill Freeze 'Would Save £100m'

Written By Unknown on Sabtu, 09 November 2013 | 22.11

Freezing energy prices would save the taxpayer more than £100m in reduced fuel bills for public services such as hospitals and schools, says Labour leader Ed Miliband.

Labour has promised to freeze the price of bills until 2017 and "reset the broken energy market" if the party wins the 2015 general election.

The Opposition leader - speaking during a visit to Crouch End in north London - said £40 million would be cut from NHS costs, £28 million from schools and £21 million from defence if the move was implemented now.

The Tories have dismissed the price freeze idea as a "con", suggesting energy firms would simply push up prices in the run up to any freeze or immediately afterwards.

Controversial energy price rises have seen the average bill go up by an average of nine per cent and made the issue a hot political topic.

Mr Miliband said today: "If Labour win the next election, we will freeze energy prices until 2017.

"Labour's price freeze will save families an average £120 and an average small business user would benefit by over £5,000.

Labour party leader Ed Miliband Mr Miliband revealed the price freeze pledge at his party's conference

He added: "It's not just Britain's families and businesses that would benefit from this price freeze, it's our vital public services too.

"New figures today show that if David Cameron put in place our freeze today, public services would save £100m.

"And that matters more than ever in an era when there's less money around."

He said savings to the NHS were the equivalent of 1,300 nurses' salaries and that school savings could pay for the salaries of over 700 teachers.

Labour's figures are drawn mainly from answers to a series of parliamentary questions by shadow chief secretary to the Treasury Chris Leslie.

Parliament earlier this week voted against Labour's proposal to freeze energy prices for 20 months but Labour is pushing ahead with the pledge as part of its strategy to win the next election.

The coalition government argues that a price freeze is not workable.

Instead it is putting in place an annual competition check by regulators, while the Conservatives will push for green levies on bills to be rolled back in the Chancellor's autumn statement in December.

Representatives from the 'Big Six' energy companies were also recently grilled by MPs, with E.ON boss Tony Cocker calling for a Competition Commission inquiry to reassure customers.

Snowden Leaks: Guardian Editor To Give Evidence

The editor of the Guardian is to give evidence to MPs over documents leaked by whistleblower Edward Snowden.

A spokesman for the newspaper told Sky News that Alan Rusbridger had been "invited to give evidence to the home affairs select committee and looks forward to appearing next month".

It follows a series of articles published by the Guardian about the surveillance of phone and internet communications by the security services.

The revelations in the newspaper - and others around the world - were made in top-secret documents obtained by Mr Snowden, a former CIA computer analyst who has since fled to Russia.

Spymasters to give evidence Three of Britain's spy chiefs warned of the impact of the revelations

On Thursday, three of Britain's spy chiefs warned that terrorists would be "rubbing their hands with glee" at the level of information released.

Al Qaeda would be "lapping up" the revelations, they told an intelligence and security committee hearing.

It also emerged that dozens of Conservative MPs had written to Mr Rusbridger, asking him to consult the Government or security services before publishing any further stories based on Mr Snowden's files.

In their letter, the MPs said that publishing the leaked information in such detail "runs the risk of compromising the vital work of the institutions, processes and people who protect the safety of this country".

Edward Snowden leaked information about intelligence programmes. The Guardian has published a series of stories based on Mr Snowden's leaks

However, Mr Rusbridger said: "We continue to consult with both the security services and the Government on our reporting.

"We have in fact consulted with the White House, Downing Street (and) the intelligence services on both sides of the Atlantic ... on every story but one that we have published."

He added: "Snowden handed these documents to newspapers, who have responsibly edited them after prolonged and regular discussions with the relevant authorities.

"Were newspapers to be injuncted, criminalised or inhibited from reporting on such matters ... it is easy to predict what the next Edward Snowden or (fellow whistleblower) Chelsea Manning would do.

"They would, in all probability, bypass newspapers and publish the material directly on to the web, with far more serious consequences."

Man Killed In Double Shooting In Leeds

A man has been killed and another seriously injured after a double shooting inside a house in Leeds.

The pair were attacked at around 5.30pm on Friday in Wortley, in the west of the city.

They were both taken to hospital but one of the victims, 21, was pronounced dead a short time later.

A 31-year-old man is being treated for serious wounds to his lower body.

Detective Superintendent Simon Beldon, of West Yorkshire Police, said: "At this time our investigations are at a very early stage and forensic examinations are taking place at the scene.

"We believe that the shots were fired inside the property, however inquiries are ongoing to establish the full circumstances.

"The nature of this incident suggests it was a targeted and isolated attack and a team of detectives are currently working hard to quickly identify those responsible for this serious crime.

"Neighbourhood policing team officers are also patrolling the local area, speaking to residents and responding to any concerns they may have."

Andy Murray Fans Arrested After 'Gun Scare'

Police arrested four men suspected of brandishing a gun at tennis star Andy Murray - but later realised they were autograph hunters with a tennis racket.

The mix-up happened in north London on Wednesday at around 5pm when the Wimbledon champion was in a car with his agent.

Two men apparently got out of another car and knocked on the window of Murray's vehicle to ask him to sign the racket before he drove off, but a member of the public thought the racket was a gun and contacted police.

A Scotland Yard spokesman said they received a report of a man with a firearm in a Mercedes car in Swiss Cottage and the vehicle was stopped in Chelsea, west London.

The four men, aged between 21 and 31, were arrested on suspicion of possessing a firearm and taken into custody, but were later bailed until late January pending further inquiries.

The spokesman added: "A search of the car was conducted and no trace of a firearm was found."

Murray is currently recovering from back surgery he had in September.

In July, he became the first British man to win Wimbledon for 77 years, although he missed the latter part of the season after undergoing the surgery.

Funeral Appeal After WWII Veteran Dies Alone

Hundreds of people are expected to attend a funeral of a war veteran they never knew after it emerged he died with no close friends or relatives.

Harold Jellicoe Percival served as RAF ground crew and helped with the famous Dambusters raids during the Second World War.

He died last month aged 99 in a nursing home.

Mr Percival's funeral will be held at 11am on Armistice Day at a crematorium in Lytham St Annes, Lancashire.

The veteran never married, had no children and has no close family members able to go to the service.

Harold Jellicoe Percival obit A request for servicemen first went out in a local newspaper

But after publicity in local newspapers and social media, funeral directors say they are now hoping for a good turnout.

The RAF Association tweeted that its "Northern area will be in attendance" so Mr Percival "won't be alone".

Afghanistan veteran Rick Clement, who lost both legs in 2010, has been using Twitter and Facebook to urge people to turn up to pay their respects.

"Need a big favour from any military or ex serving members. This fallen soldier at 99 years old is having a funeral on Monday," he said.

"It says he has no family to attend in Lytham St Anne's. If your in the area can you give him the send off he deserves."

He later thanked all those who had supported the appeal, saying: "Harold is going to get an amazing send off."

Comedian Jason Manford has also got behind the campaign.

Mr Percival lived in Penge, south London, before joining the RAF.

He was based in northwest England and became part of the ground crew which helped the Dambusters, the squadron which was initially formed to destroy dams in the Ruhr valley in Nazi Germany.

Dambusters Mr Percival helped support the Dambusters' daring raid during World War Two

After working in Australia, he later retired to England and lived at a care home in Lytham St Annes.

Matron Janet Wareing said: "Harold was a lovely character, very strong-willed and independent.

"He was quite a private man, and he loved reading his Daily Telegraph every morning.

"We have already been contacted by military veterans who are intending to come, even though they have never met him.

"We've been told one group is looking to bring around 200 people to the service, which would be fantastic."

Mr Percival does have a nephew, David Worsell, but he is not able to attend so his son - Mr Percival's great nephew - will represent the family.

He was a distant relative of former British Prime Minister Spencer Perceval, the only PM to have ever been assassinated.

Murderer Nicola Edgington Loses Appeal Bid

A woman who murdered a stranger in the street and tried to kill another has lost her bid to appeal against her sentence and conviction.

Nicola Edgington had been given a minimum term of 37 years for the murder of Sally Hodkin and the attempted murder of Kerry Clark in October 2011.

But her lawyers argued that the original trial did not place enough importance on her mental health issues and said her sentence was excessive.

Court of Appeal judges today rejected those arguments and dismissed her application to appeal.

Edgington, who had killed her mother six years earlier, attacked the two women separately as they made their way to work in Bexleyheath, southeast London.

Edgington knife Edgington took a knife from a butcher's shop

She bought one knife from Asda and attacked Miss Clark, 22, who was waiting for a bus.

When Miss Clark grabbed the blade and kicked her away, Edgington ran to a butcher's shop and grabbed a larger knife.

She attacked Mrs Hodkin, 58, a law firm accounts clerk, with such force that she almost decapitated her.

Sally Hodkin has been named locally as the victim of a fatal stabbing in south London. Sally Hodkin was murdered on her way to work

The Independent Police Complaints Commission (IPCC) found a number of police blunders led to Edgington carrying out the attacks.

The 32-year-old made five 999 calls just hours before, asking to be sectioned under the Mental Health Act because she believed herself to be a danger.

But Metropolitan Police failed to carry out a police national computer check which would have alerted them to her previous conviction for her mother's manslaughter in 2005.

She also sought help at a local hospital from where she called 999, but after delays in admitting her she walked out.

Edgington had been diagnosed with schizophrenia following the killing of her mother but was released back into the community after three years.

The judge in her original trial, which finished in February 2013, called her behaviour "consistent and calculated".

He said: "You are manipulative and exceptionally dangerous. What you did could not have been more selfish.

"I disagree that the responsibility for these acts can be laid on others.

"You made your choice and these were terrible acts for which you must take responsibility."

Alcohol Testing 'Should Take Place At Work'

By James Matthews, Sky News Correspondent

An organisation set up to tackle alcohol misuse has called for workplace testing to seek out problem drinkers.

The Alcohol Health Network wants employees to take a standardised test which identifies whether or not they are misusing alcohol.

The body's director and founder, Don Shenker, wrote in the British Medical Journal that if problems were identified, employers could provide advice to help prevent problem drinking at an early stage.

He stated that introducing such a measure could "prevent alcohol-related harm and sickness costs".

Mr Shenker wrote: "Offering staff confidential use of the 'alcohol use disorders identification test' and brief advice as a self-awareness initiative at work, whether through face to face interactions or leaflets, may well help prevent problems with alcohol at an earlier stage.

"In this way, staff who may be concerned about their drinking or whose level of drinking is not yet apparent to them, can assess the risks their drinking poses to their health and take appropriate action.

"Reducing hazardous drinking also reduces the risk of dependent drinking occurring."

He added: "Employers need also to be convinced of the business case for prevention rather than cure - that is, that it is ultimately more cost effective to prevent and reduce harmful drinking in the general working population, compared with the costs of managing dependent drinking among a minority of staff."

The NHS estimates that in the UK around 9% of men and 4% of women show signs of alcohol dependence.

In 2011, 167,764 prescriptions for drugs to treat alcohol dependency were prescribed.

In 2010, 6,669 deaths were directly related to alcohol.

The Government advises that people should not regularly drink more than the daily unit guidelines of three to four units of alcohol for men (equivalent to a pint and a half of 4% beer) and two to three units of alcohol for women (equivalent to a 175ml glass of wine).

Burka-Clad Fugitive Faces 20 Charges

A suspect who escaped surveillance by dressing in a burka was facing 20 charges for breaching different terrorism prevention orders, it has emerged.

Mohammed Ahmed Mohamed, who is the subject of a Terrorism Prevention and Investigation Measure (Tpim), disappeared from a London mosque last Friday by disguising himself as a woman.

A warrant has been issued for his arrest after he failed to appear at the Old Bailey for proceedings concerning alleged breaches of the Tpim and an older control order.

Mohamed - who reportedly trained and fought for the al Qaeda-linked Somali group al Shabaab - is charged with six counts on one indictment, concerning breaches of his Tpim.

It is alleged he failed to report to Acton police station, as required by the order, on December 22 to 25 and December 27 to 28.

He faces a further 14 counts on the second indictment relating to breaches in 2011 of a control order, the predecessor to Tpims.

Among the charges, it is alleged he failed to report to a monitoring company, failed to report to Ipswich police station, met a person without agreement of the Home Office and used an unauthorised mobile phone.

Mohammed Ahmed Mohamed Mohamed dressed in a burka to flee the London mosque

Mohamed is currently seeking damages from the Government in a human rights legal challenge involving allegations of torture.

The 27-year-old and another man, referred to as "CF", allege that the British authorities were complicit in their detention and torture in 2011 while they were in Somaliland.

Their claim is against the Foreign Office, Home Office, Ministry of Defence and the Attorney General, who all deny the allegations.

But James Eadie QC, appearing for the Government, said Mohamed it could be an abuse of process to allow him to continue the damages claim.

Mr Eadie said the case raised the question "whether it is abusive for someone in Mr Mohamed's position to invoke the courts' jurisdiction as a claimant whilst denying that jurisdiction by absconding".

Mohamed's solicitor Gareth Peirce told the court she had "no reason for the defendant's non-appearance".

Ms Peirce said Mohamed was forcibly removed from Somalia to this country with the "involvement of the security services here".

Outside court, Ms Peirce said: "We have the most serious concerns in relation to a young man who was hideously tortured in Somalia for two months, was forcibly and illegally deported to this country and where the question has been repeatedly raised of the complicity of the British authorities and the security services in that unlawful removal."

Mohamed is due to stand trial for the alleged breaches of the terrorism prevention orders on April 28 next year.

The hunt for Mohamed currently includes the Metropolitan Police's counter terrorism command, MI5 and the UK Border Force.

Royal Marine Guilty Of Murdering Afghan Fighter

A Royal Marine has been found guilty of murdering a wounded Afghan insurgent fighter.

Two other Marines who were involved in the same court martial in Bulford, Wiltshire, and faced the same charge were acquitted.

The guilty serviceman, known only as Marine A, was found to have taken the life of the insurgent in Helmand Province more than two years ago.

The two others were known as Marines B and C. All will remain anonymous until the court martial or a judge decides otherwise.

All had denied murdering the unknown captured Afghan national on or about September 15, 2011, contrary to Section 42 of the Armed Forces Act 2006.

But a seven-strong board, consisting of officers and non-commissioned officers, convicted one of the defendants following a two-week trial.

Marine A shot the Afghan national in the chest at close range with a 9mm pistol before quoting a phrase from Shakespeare as the man convulsed and died in front of him.

"There you are. Shuffle off this mortal coil, you ****. It's nothing you wouldn't do to us," Marine A told the insurgent.

He then turned to comrades and said: "Obviously this doesn't go anywhere, fellas. I just broke the Geneva Convention."

The execution came to light as it was filmed by a camera mounted on the helmet of Marine B.

Judge Advocate General Jeff Blackett ruled that the graphic video footage cannot be released, but agreed that the audio can be made public.

Marines B and C were alleged to have been "party to the killing" and "encouraged and assisted" Marine A in committing the murder but they were cleared.

The court martial heard on Thursday the insurgent had been shot at by an Apache attack helicopter with 139 30mm anti-tank rounds but was still alive - albeit seriously injured - when discovered by the patrol.

The footage, which was shown to the court, shows Marine A walking forward, bending down, and shooting the man at close range in the centre of his chest with a 9mm pistol.

Giving evidence to the court martial, Marine A insisted he believed the insurgent was dead at the time and he was simply shooting into a corpse in anger.

Also released were excerpts from a diary kept by Marine C, including one extract that relates to the moments of the shooting.

Missing GP: CCTV Released In Appeal Over Mum

Written By Unknown on Kamis, 07 November 2013 | 22.11

The husband of a doctor who has gone missing as she battles postnatal depression has made an emotional appeal for her to get in touch.

CCTV images have been released of mother-of-two Elizabeth Kinston, who disappeared from her home in Beeston, Nottingham, five days ago.

She was on maternity leave from her role as a GP, having given birth to her second daughter in January.

Her husband David called for Dr Kinston - or 'Lizzie', as she is also known - to let him know she was safe.

He said: "Lizzie, I miss you, the girls miss you. It's so hard without you here. We need you.

"If you want more time, that's okay. But please call me - or call your mum and dad or your sister, who are all so worried about you too - just so we know you are alright".

Nottinghamshire Police has now released CCTV images showing the last time Dr Kinston was seen.

CCTV showing Elizabeth KinstonCCTV showing Elizabeth Kinston Mrs Kinston walking past the Vat and Fiddle pub

The pictures show the 37-year-old walking past the Vat And Fiddle pub, in Queensbridge Road, Nottingham, at 11.43am on Friday, minutes after she walked up Carrington Street towards Nottingham train station.

She had left her home an hour earlier.

Her Audi was spotted soon after at a petrol station near Priory Island on the A52 and at the Broad Marsh car park, in Nottingham.

The car was found at the car park the following day, with her purse and phone inside.

Elizabeth Kinston missing The jumper Mrs Kinston was last seen wearing

Detective Inspector Kev Broadhead, from Nottinghamshire Police, said: "Elizabeth has never left her family like this before and we are aware that she has been battling postnatal depression since Elise was born.

"That fact, along with our belief that she has little money, no bank cards and no phone with her is of great concern. The cold weather is an added worry.

"We have been exploring the possibility that Elizabeth boarded a train the day she went missing, but these new images suggest she walked past the station and then headed away from the station.

Elizabeth Kinston missing Police believe the 37-year-old has little money, no bank cards and no phone

"With this in mind, she could still be in Nottinghamshire.

"Were you in the area at the time? Did you see a blonde woman in a long green coat with a fur hood?

"Did you see her a few minutes later wearing a dark woollen hat and a pink hooded jumper, carrying the same coat? If you have any information call us."

Dr Kinston is described as white, around 5ft 7in tall and of medium build. She has blonde, shoulder-length hair, which was tied back in a ponytail.

The day she went missing, she was wearing a thigh-length, dark green quilted coat with a fur hood, a light pink jumper, blue jeans and dark brown knee-high riding-style boots.

Coventry Pensioner Dies After Street Attack

An 80-year-old man has died three months after he was attacked by a young woman in a street attack caught on camera by witnesses.

Joginder Singh, from Canley, Coventry, was treated in hospital in August after being kicked and pushed to the ground by a 19-year-old woman who also knocked off his turban.

Coral Millerchip, whose address cannot be published for legal reasons, admitted assault at a court hearing last month and was remanded in custody.

Mr Singh died last Sunday after being re-admitted to hospital with a diagnosed illness.

Coventry Attack Millerchip knocked off the pensioner's turban during the attack

A post-mortem examination on Monday proved inconclusive and police are awaiting the results of further tests.

Millerchip was due in court later this month for sentencing but detectives have notified the Crown Prosecution Service of Mr Singh's death and are awaiting a decision on what further steps may need to be taken.

Detective Chief Inspector Matt Markham, from Coventry CID, said: "Following the assault, Mr Singh was readmitted to hospital and was being treated for a diagnosed condition and at this stage it is unclear if that is directly connected with the assault.

"Our thoughts remain with the family and those affected by Mr Singh's death and we will continue to work with CPS and the coroner to establish the cause of death.

"Specialist family liaison police officers have been appointed to liaise with Mr Singh's next of kin and we will continue to support the family at this sad time."

Miley And Rihanna Explicit Pop 'Over The Top'

More than 80% of children are mimicking overtly provocative dance moves and repeating lyrics of sexual songs after being exposed to explicit pop music, a survey has revealed.

A third of parents admitted that their child had copied overtly provocative dance moves they had seen pop stars perform, while more than four fifths said their youngster had sung or repeated sexual song lyrics without realising what they meant.

Almost one in 12 said that their son or daughter had sung lyrics knowing what they meant, with some first becoming aware of the meaning of the songs they were singing by the age of five or even younger.

The Netmums poll, which surveyed more than 1,500 parents, suggests that mothers and fathers are increasingly concerned that many of today's pop stars put on far more explicit performances than when they were young, and that it is sending their children negative messages about sex.

Many fear that their sons and daughters are being taught that they need to show off their bodies and act in a sexual manner in order to get noticed.

Asked how they felt about singers such as Miley Cyrus and Rihanna, more than half of parents said that while they did not mind stars acting sexily, they believed some were "over the top".

Around a fifth said that pop stars had always acted in this fashion because they knew it sold music, while two thirds said that the message being sent by some singers was that "you need to flash your body and be sexual to get noticed".

Of those questioned that have boys, almost half said that they feared sexy music videos may make them grow up expecting women to be too sexually available, while 58% said it may leave their sons expecting women to have unrealistic figures.

Katy Perry is one of the artists on the EMI label Katy Perry at the 51st annual Grammy Awards

Of those with girls, three quarters worried their daughters would think they would be judged on their looks, not personality or achievements, and nearly two thirds said they thought their child might be expected to be sexual too soon.

Almost nine in 10 parents said they thought pop stars acted worse today, and had to go further to shock, than singers did from their own childhood.

Many of the parents surveyed said that they tried to shield their children from watching explicit music videos.

Netmums founder Siobhan Freegard said: "Modern parents aren't prudes - they know sex sells. But there's a strong feeling that things have gone too far now.

"It's toxic to tell young kids casual sex and violence are something to aspire to.

"Instead, if a star wants to make a statement, why not use their brain, not their body?"

On-The-Run Terror Suspect In 'Torture' Claim

The suspect who escaped by dressing in a burka is claiming damages from the Government in a case involving claims of torture.

Mohammed Ahmed Mohamed, who vanished from a London mosque on Friday, has launched a human rights legal challenge involving allegations that Britain was complicit in his torture by the authorities in Somalia.

The 27-year-old is the subject of a Terrorism Prevention and Investigation Measure but managed to escape surveillance by disguising himself as a woman.

It has been claimed that he has been trained and fought for the al Qaeda-linked Somali group al Shabaab.

The manhunt currently includes the Metropolitan Police's counter terrorism command, MI5 and the UK Border Force.

The High Court heard how Mohamed was bringing a claim against the Foreign Office, the Home Office, the Ministry of Defence and the Attorney General.

Mohammed Ahmed Mohamed Mohamed dressed in a burka to flee the London mosque

Mohamed and another, referred to as CF, accuse the British authorities of consenting to their arrest by Somaliland authorities in January 2011 and then allowing their detention and torture.

Mohamed launched his damages claim under a cloak of anonymity and was referred to in court papers as "MA" but anonymity was lifted following his disappearance.

The Home Secretary Theresa May has insisted Mohamed, who is the second terror suspect under a terrorism-prevention measure to go missing, does not pose "a direct threat" to the public.

However, it has emerged that Mrs May was mistaken when she claimed in the House of Commons that the police had Mohamed's passport.

In a statement today from the chairman of the Home Affairs Select Committee, the Labour MP Keith Vaz, he discloses that the Home Secretary had written to correct an answer she had given him in which she said: "I do not have his passport but the police do."

Mrs May amended her response writing: "I do not have his passport. Mohamed was not in possession of his British passport when he returned to the UK so there was no passport for the police to seize."

Theresa May Theresa May was 'mistaken' when she said poilce had Mohamed's passport

Mr Vaz said: "I am amazed that Home Office officials should have briefed the Home Secretary so poorly on such an important issue. When there are only eight people on Tpims they ought to know every detail about them.

"It is a worry that there may be other factual errors in the way this matter has been handled and I will seek reassurance about this.

It could well be that Mohamed has another passport and her answer has raised questions about his current whereabouts. We will be raising these questions with Charles Farr when he comes before the Committee next Tuesday."

It is thought Mohamed used a sharp instrument to cut off his tag and was last seen at the An-Noor Masjid and Community Centre in west London.

Mohamed and CF were detained in Somaliland on January 14 2011 and held until their removal back to the UK on March 14 that year.

Mohamed alleges the fact the British authorities knew he was about to be arrested in Somaliland was demonstrated by the Home Secretary's decision to apply for a control order against him "as a precaution" prior to his detention.

The first control order against him was sanctioned by High Court judge Mr Justice Silber on January 13 2011.

Marine Afghanistan 'Murder' Recording Released

A recording of the moments a Royal Marine allegedly "executed" a captured Afghan national has been released by a military court.

Three men - known only as marines A, B and C - are appearing before the court martial charged with killing the unknown person on or around September 15, 2011, while on patrol in Afghanistan. They deny the charges.

A gunshot is heard on the newly-released audio recording shortly before Marine A is heard saying: "Shuffle off this mortal coil, you ****."

He is then heard saying: "Obviously this doesn't go anywhere fellas ... I've just broken the Geneva Convention."

A panel at the court martial in Bulford, Wiltshire, has retired to consider its verdicts in the case, after two weeks of evidence.

The whole event was filmed by a camera mounted on the helmet of one of the three commandos.

Judge Advocate General Jeff Blackett has ruled the graphic video footage cannot be released, but has agreed that the audio can be made public.

Referring to the video footage, he said: "Its release may be for proper journalistic purposes ... but would also be used for sensationalist purposes by others and propaganda purposes by terrorist groups. More importantly its release will increase the threat of harm to British service personnel.

A still image from the helmet cam footage Another image from the helmet camera footage released by the court

"I am not prepared to make an order which may lead to the injury or death of a single member of the British armed forces and in making this decision I have erred on the side of safety."

The court martial heard the insurgent had been shot at by an Apache attack helicopter with 139 30mm anti-tank rounds but was still alive - albeit seriously injured - when discovered by the patrol.

The footage, which was shown to the court, shows Marine A i walking forward, bending down, and shooting the man at close range in the centre of his chest with a 9mm pistol.

Giving evidence to the court martial, Marine A insisted he believed the insurgent was dead at the time and he was simply shooting into a corpse in anger.

Also released were excerpts from a diary kept by Marine C, including one extract that relates to the moments of the shooting.

It reads: "... although for one minute I thought we were actually going to treat and (have him airlifted by helicopter), Marine A squashed it and sent it up that he'd snuffed it while we treated him.

"So there I was, pistol drawn, waiting for Marine A to get off the net so I could pop this little ****** and be done with it; when Marine A came back over, and thinned me out, to (help the others keep look-out).

"As I walked off towards (name removed) and (name removed), Marine A popped him one himself! I felt mugged off, but job done; little **** was dead at the end of the day."

Curtis Warren Ordered To Repay Millions

Written By Unknown on Rabu, 06 November 2013 | 22.11

A drugs baron has been ordered to pay back almost £200m within a month after what is believed to be Europe's largest confiscation order.

Curtis "Cocky" Warren, one of Europe's most notorious drug dealers, is serving a 13-year sentence for plotting to smuggle cannabis with a street value of £1m into Jersey and is due for release from Belmarsh prison in January.

The 50-year-old former Liverpool nightclub bouncer has been warned he must hand over the money within 28 days or face a further 10 years behind bars.

A statement from the State of Jersey's Law Officers' Department read: "The Royal Court of Jersey has today ordered that £198m be confiscated from Curtis Warren. It is believed to be one of the largest ever confiscation orders made in the British Isles and Europe.

"The confiscation proceedings are the result of several years of extensive investigation into the criminal career and financial affairs of one of Europe's most notorious organised criminals."

Prosecutors allege Warren was laundering £10m to £15m a week from smuggling drugs.

The case primarily featured evidence related to cocaine trafficking between 1991 and 1996 which "generated huge sums of monies", the department said.

The shipments ranged from 500 kilos to multiple tonnes and gained "huge" profits, with a two-ton shipment of cocaine able to sell on the UK market for £40m wholesale, it said.

Warren became the first criminal to be the subject of a High Court move to protect the public last month.

Designed to prevent reoffending, it will impose restrictions on Warren's access to mobile phones and telephone kiosks as well as limitations on bank accounts.

Serious Crime Prevention Orders are normally made at Crown Court following a conviction but Warren was convicted in 2009 in Jersey, which is outside the jurisdiction of England and Wales.

The National Crime Agency (NCA) said Warren coordinated a global drugs empire from his cell at Jersey's La Moye prison while awaiting trial between 2007 and 2009, where he was alleged to have used several illicit mobile phones to contact a network of associates in an attempt to continue his drug trafficking empire.

Some 35,000 calls across 41 countries between March 2008 and October 2009 involving Warren's mobile phones were analysed during the investigation.

Burka Terror Suspect Mohamed: Hunt Stepped Up

The Metropolitan Police, MI5 and the UK Border Agency have combined forces to find a terror suspect who escaped from his government minders after changing into a burka.

Mohammed Ahmed Mohamed disappeared on Friday while visiting the An-Noor Masjid and Community Centre in Acton, west London.

The 27-year-old, who is subject to a Terrorism Prevention and Investigation Measure (Tpim) order restricting his movements, arrived at the centre in Western-style clothing at 10am.

He was last seen at 3.15pm that day.

Mohammed Ahmed Mohamed There has been no sign of Mohamed since he made off

Mohamed is understood to have links to the Somali-based al Shabaab militant group, which carried out the attack on Westgate shopping mall in Nairobi.

Police have issued an image of him leaving the community centre disguised as a woman.

However, doubts have been raised as to whether it is actually Mohamed as he is 5ft 8 (1.72cm) tall and of medium build and the figure in the picture is quite burly.

Mohamed's escape has been a huge embarrassment for Home Secretary Theresa May, who has insisted he does not pose "a direct threat" to members of the public.

Mohammed Ahmed Mohamed Mohamed is believed to have fled the centre in a burka

Mohamed is the second terror suspect under a Tpim order to go missing. The first, Ibrahim Magag, made off in a taxi on Boxing Day in 2012 and has never been caught.

Along with 28-year-old Magag and others, Mohamed is thought to be a member of a UK-based network that raises money and provides equipment for terrorism.

London Mayor Boris Johnson has joined calls for tougher controls over terror suspects after Mohamed's "absurd" escape.

Mr Johnson said: "Plainly (Tpims) are not working in the way we would like them to work in the sense that this guy Mohamed was able to flee in absurd circumstances.

Boris Johnson at the CBI in 2012 Boris Johnson: 'We need to review controls'

"If a fellow can get into a burka and evade his invigilators in the way that Mohamed has done, then we clearly need to look at how it is working.

"Depending on how much of a risk you are deemed to pose, you should be deprived of contact with networks that might help you with any end you desire.

"This guy Mohamed was obviously helped to escape. I don't believe for a minute that he did it on his own. He was in contact with people who are sympathisers.

"Characters such as him - and even if he doesn't pose an immediate threat to this country, it is plain he is a danger - should be more closely invigilated than they currently are."

On the day of his disappearance, Mohamed was cleared at the Old Bailey of tampering with his electronic tag, it is understood.

BAE Announces 1,775 Shipyard Job Losses

Defence giant BAE Systems has announced that 1,775 jobs are to go across its three shipyards.

In addition, the firm will end an 800-year-old tradition of shipbuilding at Portsmouth with 940 jobs to go there by the second half of 2014, reducing the 1,200 workforce to just 260.

A further 835 are going to go at Scotstoun and Govan shipyards in Glasgow, Rosyth, and Filton, near Bristol.

The cuts are part of a maritime defence review, which BAE systems launched 18 months ago.

Portsmouth historic dockyard Portsmouth dockyard has a rich historical heritage of shipbuilding

A statement from BAE said: "(The) company proposes to consolidate its shipbuilding operations in Glasgow with investments in facilities to create a world-class capability, positioning it to deliver an affordable Type 26 programme for the Royal Navy.

"Under these proposals, shipbuilding operations at Portsmouth will cease in the second half of 2014."

Confirming the announcement in a statement to the House of Commons the Defence Secretary, Philip Hammond, said that the losses were "regrettable but inevitable".

He said that the shipyards would have been unable to sustain such a large workforce once the £6.2bn project to build the Royal Navy's largest ever aircraft carriers came to an end.

Falkands War Troops Return Home To United Kingdom Falklands troops return home to Portsmouth

The decision has taken on significant political prominence with the Scottish referendum looming in 2014 and warnings any closure of one of the Scottish yards rather than Portsmouth would have handed First Minister Alex Salmond "a victory on a plate".

It has led to claims that Portsmouth jobs have been sacrificed to save the BAE shipyards at Govan and Scotstoun.

Mike Hancock, independent MP for Portsmouth South, said: "I think personally it is a real tragedy for them as individuals and for us as a community in Portsmouth.

"To lose close to 1,000 jobs in this way is a bitter blow. There has to be some element of cynicism being brought into play here to suggest this is simply being done to suit the financial situation at BAE and the Scottish referendum must have played some part, albeit maybe a small part.

A worker watches as the forward section of the aircraft carrier HMS Queen Elizabeth is moved onto a barge at HM Naval Base in Portsmouth The front section of the aircraft carrier HMS Queen Elizabeth at Portsmouth

"I think people would be foolish not to think that that was something in the background."

Ending shipbuilding at Portsmouth would mean the UK would lose the ability to build its own warships if Scotland is granted independence in 2014.

Gerald Vernon-Jackson, leader of Portsmouth Council, said: "I condemn the decision to shut down the last remaining shipyard in England with the capability to build advanced surface warships.

"This decision is bad for Portsmouth, with the loss of many highly skilled jobs, but it's also bad for the defence of the UK and for the Royal Navy.

Type 26 Global Combat Ship Type 26 warships will be built in Glasgow

"The remaining yards with the capability to build advanced warships are in Scotland, and the referendum on Scottish independence is less than one year away. Ministers have put the defence of the UK and the future of the navy at real risk."

Asked about the decision, the Prime Minister's official spokesman said: "This is a Government that always takes decisions based on the national interest.

Philip Hammond Mr Hammond has announced BAE will build three Offshore Patrol Vehicles

"This decision was taken with a view of how we have the best-equipped, best-maintained Royal Navy. That is the basis on which it was taken."

Mr Hammond also announced that the Ministry of Defence would be giving BAE the contract to build three Offshore Patrol Vehicles to bridge the gap between the aircraft carrier project ending and the beginning of work on the new Type 26 warship in 2016.

This, he said, was to avoid having shipyards being paid to lay idle, with workers losing valuable skills.

He said that Portsmouth dockyard would continue to do repair and maintenance work.

Unite national officer for shipbuilding Ian Waddell said: "This is a very worrying time for the workforces and their families as the work on the two carriers comes to a conclusion.

"Unite will be working very hard to retain the maximum number of jobs at both Portsmouth and in Scotland.

"It is a huge blow to Britain's manufacturing and industrial base, with many highly skilled workers faced with losing their jobs."

Carers Angered Dementia Patients 'For Fun'

By Mike McCarthy, North Of England Correspondent

Carers at a Lancashire nursing home antagonised residents for their own amusement when bored, a court has heard.

A cleaner told how she saw staff laughing after throwing balls at the heads of dementia patients at the Hillcroft Nursing Home in Carnforth.

Lisa Greenland says she was "upset and alarmed" after witnessing the abuse of elderly and vulnerable people.

Three carers are on trial at Preston Crown Court; all deny the ill-treatment or neglect of residents.

But Mrs Greenland said she saw team leader Carol Moore slap one elderly man across the face because his wife had complained about the lack of activities for residents.

"Carol was slagging his wife off for making the complaint. I remember there being a bit of a "bitch" going on. She (Ms Moore) said: 'I will get my own back!'  She went round the back of his chair and slapped him on the face," said Mrs Greenland.

Carol Moore Carol Moore arriving at court

"He looked shocked and upset and was looking around to see who had hit him."

From the witness box, the cleaner said she had complained after also seeing two male members of staff in bed with another male resident.

"When they (the staff) saw me they shouted: "**** off you pervert!" It was sickening," she told the jury.

The cleaner also told the court she had seen another carer stamp on a resident's foot.

The court was told that the alleged abusers were suspended after Mrs Greenland complained to managers.

They were re-instated a few weeks later.

The trial continues.

Written By Unknown on Selasa, 05 November 2013 | 22.12

An eight-year-old boy fired a gunshot that left a five-year-old with serious injuries, police have revealed.

Officers were called to a house in Essex after reports that a gun had been fired. They believe the shooting was an accident.

A spokeswoman said: "It is thought to have been fired by an eight-year-old boy."

The force has refused to comment on the type of weapon used in the incident on Sunday or the relationship between the two children.

The injured child was taken to the Royal London Hospital with a serious but not life-threatening injury.

It is understood the owners of the property in in Upper Park Road, Wickford, were not at home at the time but were nearby.

An 18-year-old man was arrested for possession of a firearm and unrelated drug offences.

The weapon and other legally-held firearms at the property were handed over to police officers.

Care Workers 'Abused Dementia Patients'

By Becky Johnson, Preston Crown Court

Three women have gone on trial charged with the abuse of vulnerable adults at a care home in Lancashire.

The trio, all care workers, are accused of mistreatment and abuse of people in their care at the Hillcroft Care Home, in Slyne-with-Hest, Lancaster, between May 2010 and February 2012.

Katie Cairns, 27, from Morecambe, Carol Moore, 54, from Lancaster and Gemma Pearson, 28, from Carnforth, all deny the charges against them.

A fourth care worker, Darren Smith, 35, has pleaded guilty to ill-treating eight of the residents who were in his care.

Opening the case against the three defendants, prosecuting barrister Kathryn Johnson told the court that the three women and Smith mocked and bullied their victims, who all suffered from dementia.

The jury at a Preston Crown Court was told that on occasions the four care workers deliberately assaulted the vulnerable adults in their care.

Other staff who witnessed their behaviour towards the residents described it as "cruel".

A cleaner, one of the staff members who reported the alleged offences, said Pearson tipped an elderly man out of his chair when he failed to stand up.

The same employee said Moore slapped the elderly man across his face after his wife complained about the lack of activities for residents.

Cairns was seen deliberately stamping on the foot of a resident, the court heard.

The jury was told that another staff member witnessed Smith in bed with an elderly male resident, who was said to be shouting and distressed. The witness reported the incident but was allegedly later called a "grass" by Smith.

The court was told many other staff in the home saw the defendants deliberately throwing bean bags and balls at residents "for entertainment as they were bored".

Ms Johnson told jurors: "These items should have been used as part of recreational therapy, however they were thrown hard and fast at residents so they were unable to catch them.

"This caused frustration and anger in the residents, whereas the defendants would laugh".

Concerns were first raised by other staff in 2011. Subsequently, anonymous emails were received by the Care Quality Commission alleging patients at the home were being mistreated. The matter was ultimately referred to the police in May 2012.

The trial, which is expected to last four weeks, continues.

Terror Suspect's Height 'Made Disguise Easier'

By Tom Parmenter, Sky News Correspondent

A friend of terror suspect Mohammed Ahmed Mohamed has told Sky News his small stature may have helped him disguise himself as a woman.

The 27-year-old, who is understood to have connections with the al Shabaab terror group, escaped police surveillance on Friday by changing into a burka at a mosque in west London.

He was being watched under a Terrorism Prevention and Investigation Measure to "prevent his travel to support terrorism overseas", the Home Secretary said.

Mohamed's friend, a 26-year-old Somali shopkeeper in Acton, revealed the man being hunted by police is known as "Little Mo".

Mohammed Ahmed Mohamed The suspect changed from fun loving to quiet after a trip to Somalia

He did not want to be identified, but said: "He's only around 5ft 7in or 5ft 8in so perhaps that was why he got past the cops dressed as he was - he probably wouldn't stand out as a man in hiding.

"I saw him last on Wednesday before he disappeared on the Friday - he seemed fine.

"I never suspected anything like this that the police were watching him.

"It is unbelievable to think it is him."

The friend said they used to play football together in Acton Park and used to enjoy nights out going clubbing in central London.

He added: "He didn't smoke, didn't drink and was quiet but could also be very funny - he liked a joke and could be a comedian."

But after returning to west London from Somalia, Mohammed became much quieter and withdrawn.

He said: "When he came back it is like a person you didn't know, he was not talking to people he used to know before."

Hacking Trial: 'Pals Gave NOTW Milly's Number'

A News Of The World executive told police the tabloid got Milly Dowler's phone number from her friends and then listened to her voicemail, a jury has heard.

Prosecutors said a story in the paper on April 14, 2002, about the missing 13-year-old, who was later found murdered, was changed between the first and second editions to remove references to a message on her voicemail.

Then-editor Rebekah Brooks was on holiday in Dubai, but was in contact with her deputy Andy Coulson between the editions, the Old Bailey was told.

The jury heard that Brooks called the paper no more than she usually would when she was away.

Former NOTW managing editor Stuart Kuttner called Surrey Police on the afternoon of April 13, 2002, to inform them of a message left by a recruitment agency on the schoolgirl's phone, the court heard.

Kuttner, who was not in court due to ill health, told officers the newspaper gained access Milly's mobile phone number and pin, and urged them to check the lead, the court heard.

Rebekah Brooks Brooks arrives at the Old Bailey

Police told Kuttner the message was thought to have been left by a "professional hoaxer", a claim which was repeated on page nine of the newspaper the following day, the jury heard.

Later that Saturday, chief reporter Neville Thurlbeck also called police and confirmed that the newspaper "had access" to Milly's voicemail, had obtained the number from "sources" and that it intended to run the story the following day, the court was told.

In the newspaper's first edition, the story quoted the voicemail message left by Mondays recruitment service, which said: "We're ringing because we've got some interviews starting, can you call me back? Thank you, bye bye."

By the second edition the text of the message had been edited out, while the third edition focused on "outrage" at the possibility that it had been a hoax, the court heard.

Surrey Police had earlier obtained an order which allowed them to access a voicemail message left on Milly's phone on April 13.

Prosecutor Mark Bryant Heron told the jury that someone could be heard saying: "Hello Milly, it's just we want you home soon, bye," followed by noise in the background.

Brooks, Coulson and Kuttner all deny conspiring with others to hack phones between October 3, 2000, and August 9, 2006.

Thurlbeck has already admitted phone hacking.

G4S Investigated Over Tagging Scandal By SFO

Written By Unknown on Senin, 04 November 2013 | 22.11

A criminal investigation has been launched into a contract between security firm G4S and the Government for tagging criminals.

The Serious Fraud Office (SFO) opened an inquiry after it emerged G4S - along with rival Serco - had charged the Ministry of Justice for monitoring offenders who were either dead, back in prison, had their tags removed, had never been tagged or had left the country.

In July, the Government reported G4S - infamous for the botched handling of its Olympics security contract - when the FTSE 100 company refused to take part in an additional audit to rule out any dishonesty.

A spokesman for the company said: "G4S confirms it has today received notice that the director of the Serious Fraud Office has opened an investigation into the 'contract for the provision of electronic monitoring services which commenced in April 2005 as amended and extended until the present day.'

"G4S has confirmed to the SFO that it will co-operate fully with the investigation."

In August G4S withdrew from the bidding process for new contracts for tagging criminals after the overcharging scandal erupted. It had initially refused to do so.

The company's chief executive Nick Buckles resigned in June over a series of earlier controversies, including the failure to fulfil its contractual obligations to provide security staff for the 2012 Games.

Military personnel were drafted in to make up the numbers at the Olympic sites.

Under Mr Buckles' leadership G4S's share price had soared as the firm - the biggest of its kind in the world - expanded into some 125 countries.

After news emerged of the SFO tagging investigation shares in G4S dropped 1.75% to 250p, before easing in afternoon trading to 0.65% down.

Serco chief executive Chris Hyman resigned late last month in a last-ditch bid to restore its reputation amid a wider restructuring - splitting the British central Government work into a separate unit - to help improve transparency.

Gosport Car Victim's Mother 'Kissed Her Goodbye'

The mother of one of two girls killed when she was struck by a car outside her home in Gosport kissed her daughter goodbye as she lay in the road.

Jasmine Allsop, 14, and Olivia Lewry, 16, were killed early on Sunday morning after being run down by a green Honda Civic on Ann's Hill Road.

Jasmine died at the scene, while Olivia passed away in hospital, Hampshire Police said.

"It was just all a blur," Rosemary Allsop said at her home from where the collision, which is being investigated as a murder, happened.

She says Olivia was round at the house for a "girls' night in". Ms Allsop says she went to bed and assumed Jasmine and Olivia were listening to music and talking about boys.

"I went out and then a neighbour covered me in a blanket. I kissed her - it was four hours before they took her body away because I did not want to let her go.

"I told her she was my angel and I'd loved her since the day she was born. I can remember her big blue eyes staring."

Police at scene of Gosport hit and run murder Police at the scene of the car collision

Jasmine's father Kevin MacLaughlan, 58, a road worker from Thorne in South Yorkshire, remembers her as "the most beautiful, bubbly natured girl".

He had not seen Jasmine for two and a half months but says he drove straight down to Yorkshire upon hearing the news.

Mr MacLaughlan says his thoughts are with Olivia's family as well.

"We are sharing the same feelings and we'd like to meet up with them," he says.

A 20-year-old man has been arrested on suspicion of murder.

Brune Park Community School, which Olivia recently left to attend St Vincent College and where Jasmine was still a pupil, said the best friends "lived life to the full".

"Our thoughts and prayers are with their families at this dreadful time," it said in a statement.

Mourners at scene of Gosport hit and run murder Mourners at the scene of the collision

"They were both independent, strong-minded individuals who lived their lives to the full with confidence and a sense of humour and a sense of fun.

"We will miss them both immensely and their unique talents which they displayed."

Senior investigating officer Detective Superintendent Dick Pearson of the Hampshire Major Investigation Team renewed his appeal for witnesses to come forward.

"A dedicated team of officers and staff from a range of departments are working closely together to analyse leads from witnesses and forensics," he said.

"The green Honda Civic is the subject of further examinations to ensure all potential evidence has been gathered and preserved.

"A key line of enquiry is identifying as many witnesses as possible with information about the behaviour of the driver in the green Honda Civic around the Gosport area during the early hours of Sunday morning."

The suspect was originally taken into custody on suspicion of causing death by dangerous driving but the offence was later changed to suspected murder, police said.

D/Supt Pearson also urged people to avoid posting rumours or details about the case online.

"This plea particularly applies to names and possible motives of people perceived to be involved in the circumstances surrounding this case," he said.

"Such speculation is upsetting and disrespectful to the victims' families, and can also have unintended effects on important lines of enquiry and evidence ahead of any future court case."

Anyone with any information is asked to contact the Major Investigation Team at Fratton Police Station on 101, quoting Operation Barb.

Meredith Kercher Murder Accused Visits Grave

By Nick Pisa, Sky News Reporter

Raffaele Sollecito has paid a secret visit to the grave of murdered student Meredith Kercher, it has emerged.

The 29-year-old computer studies graduate is currently back on trial accused of the brutal knife killing along with his former girlfriend Amanda Knox, 26.

The news that he went to Miss Kercher's grave will come as a shock to her family, who have asked several times that Knox stay away from the final resting place - despite her making several pleas to visit.

Details of Sollecito's secret trip to the grave emerged during an Italian TV programme to mark six years since the murder in Perugia and came just days before he is due to attend the retrial ordered by Italy's Supreme Court.

According to the programme, Sollecito was taken to the cemetery at Coulsdon, Surrey, by an English friend of his while visiting London in March - at the same time as the retrial was announced.

Raffaele Sollecito Raffaele Sollecito is now living in the Caribbean

He did not ask for permission from Miss Kercher's relatives and, according to the Quarto Grado show, he is said to have ''said a silent prayer'' for the British student but he did not leave any flowers.

The Kercher family have never accepted Sollecito and Knox's insistence they had nothing to do with the murder.

Miss Kercher, 20 was found semi-naked with her throat cut in her bedroom in the house she shared with Knox and two Italian women.

In September, Knox stunned the Kercher family with a bizarre request, saying she hoped one day she could visit the final resting place of her friend.

However, in a statement Miss Kercher's sister Stephanie made it clear the family will not concede to her wish.

Amanda Knox looks on before speaking on NBC News' "Today" show in New York Amanda Knox is now back in America

Knox and her then-boyfriend Sollecito were arrested and charged five days after the murder and at their initial trial in 2009 were convicted and sentenced to 26 and 25 years respectively.

But two years later an appeal court overturned the original verdict and they were immediately freed with Knox flying back to her home in Seattle where she was given a rapturous welcome.

Sollecito returned to his home in Bisceglie near Bari.

However, it has since emerged that he has moved to the Dominican Republic in the Caribbean.

But his father has insisted he will return later this week to appear at the trial in Florence where he is expected to make a formal statement to the court.

Rudy Guede in court Rudy Guede is serving 18 years for Miss Kercher's murder

Last week a fresh forensic report ordered by the court was leaked and it revealed that although Knox's DNA was on a knife believed to be the murder weapon crucially there was no trace of Miss Kercher or Sollecito on it.

Sollecito's father added he had ''no details'' of his son's visit to the grave but said his son has always felt huge sympathy for the Kercher family for their loss.

Drifter Rudy Guede, 26, was convicted of murdering and sexually assaulting Miss Kercher in 2008 and sentenced to 30 years, but this was later reduced to 16 years and he could be released on parole by 2018.

Crash Car Left Hanging From M6 Bridge

A car was left hanging precariously from a motorway bridge over a major road after a crash, which left one person injured.

The vehicle was teetering off the M6 motorway near junction 23 where it crosses the A580 near Haydock in Merseyside.

Rescue teams had to lift the car to safety, cutting free one person and rescuing another. One of the occupants suffered a leg injury, according to the North West Ambulance Service.

Spy Cameras Target Illegal School-Run Parking

CCTV-style cameras are being used by councils to catch school-run parents who park illegally when dropping off or picking up their children.

A number of local authorities are trialling the technology with the aim of improving road safety outside schools.

The cameras are able to read the licence plates of vehicles stopping in prohibited areas.

It then "zooms out" to capture relevant parking signs, and sends a "video evidence pack" to the local authority for review, before automatically generating a penalty notice.

The manufacturer, Videalert, says the system provides councils with a more cost-effective alternative to mobile enforcement vehicles, equipped with cameras, to issue fines to offenders.

Five councils in London and at least two outside the capital are involved in the trial, according to The Sunday Times.

It reveals that the London Borough of Enfield is one of those involved.

But the use of the technology is set to come under fire from critics, already concerned that cameras are being used by authorities to raise cash from motorists.

According to the insurance industry, more than 1,000 children a month are injured on local roads near schools.

David Richmond, CEO of Videalert said: "This next-generation system is based on the same technology used for complex moving traffic offences, such as banned turns and box junctions.

"It will help to reduce the number of accidents that are happening outside our schools every day.

"We believe that the introduction of this technology is in line with Communities Secretary Eric Pickle's position on concentrating enforcement efforts on areas, such as outside schools, where children's safety has become a major issue due to people parking negligently."

Bangladesh Death Sentence For UK Muslim Leader

A Muslim leader living in London has been sentenced to death after being found guilty of war crimes in his native Bangladesh.

Chowdhury Mueen-Uddin, who was involved in setting up the Muslim Council of Britain, was sentenced in his absence at a special war crimes tribunal in his home country.

Toby Cadman, Mr Mueen-Uddin's Legal Counsel, described the verdict as "farcical".

He said in a statement: "The trial process has been shown to be nothing short of a political show trial.

"What is clear from a number of damning disclosures by the international community and the media is the overwhelming evidence that reveals serious judicial and prosecutorial misconduct and the collusion of the Government with members of the judiciary and prosecution.

"I am not at all surprised by the verdict that has been passed ... by an institution that has lost all credibility.

"We reject each and every charge levelled against Mr Mueen-Uddin."

Before the sentence was handed down, Mr Mueen-Uddin said on his website that although he opposed Bangladesh's independence from Pakistan at the time, he was not involved in any crimes.

Alongside New York-based Ashrafuzzaman Khan he was found guilty of abducting and murdering 18 people in December 1971, during the country's fight for independence against Pakistan.

The dead included nine university teachers, six journalists and three physicians.

Senior judge Obaidul Hassan told the packed court in Dhaka: "Justice will not be done if they are not awarded capital punishment."

Prosecutors accused the pair, who fled Bangladesh after it gained independence from Pakistan, of being "high command" members of the notorious Al Badr militia that supported Pakistani forces during the war.

Tribunal-appointed lawyers for them denied the charges against them. No defence witnesses were called during the trial held earlier this year.

The tribunal has now convicted 10 people, mostly leaders of the country's largest Islamic party the Jamaat-e-Islami, for war crimes, with seven of them sentenced to death by hanging. At least another eight are on trial.

The trials have sparked protests throughout the Muslim-majority country, leaving at least 150 people dead since January when the court started handing down their verdicts.

Jamaat claims the trials are politically motivated and accuses the secular government of trying to execute its entire leadership.

The government says the trials are needed to heal the wounds of the conflict.

Mr Mueen-Uddin, who came to the UK in 1973, has held positions in a host of top Islamic organisations, among them the Muslim Council of Britain - the country's largest umbrella group representing Muslims.

The Home Office was unable to confirm if an extradition request had been made for Mr Mueen-Uddin who holds dual UK and Bangladesh citizenship.

A spokesman said: "As a matter of long standing policy and practice the UK will neither confirm nor deny whether an extradition request has been made or received until such time as a person is arrested in relation to that request."

It is, however, convention that the UK does not extradite to countries that have the death penalty.

Alton Towers Shuts Smiler After Wheels Fall Off

A theme park has closed its new £18m rollercoaster after several of its wheels fell off and hit guests on the ride.

The 14-loop Smiler attraction at Alton Towers was being pulled up an incline when a number of the small, plastic guide wheels came loose.

The wheels, which are used to keep the chain inside the chain guard, were caught by safety netting but some were flicked up on to the ride, hitting those sat in the front seats.

A spokesman for the Staffordshire theme park confirmed two guests were attended to by staff but did not need to leave the park.

"As you would expect ... all of the rides and attractions are expected to meet extremely high standards, technologically, mechanically and in terms of the end experience," the spokesman said.

"A full investigation is now on-going to determine when the ride can re-open."

It is the second time since its opening on May 31 that The Smiler has been closed because of falling parts.

It was shut for five days in July when a small piece of track came off, leaving dozens of people stuck on the ride.

The latest closure was met with disappointment on Twitter by people visiting the park on the last day of the half term holidays.

Craig Campbell wrote: "What an absolute joke! Smiler is shut again! Only came back because it was shut the last time. Alton Towers get it together."

Sophie Bucky added: "The Smiler is closed all day. So annoyed."

The spokesman for Alton Towers said the park was "very sorry for any disappointment" caused by the temporary closure but added: "The health and safety of all of our visitors is our absolute priority."
